I can count out from a larger group to form a new group and explain that the last number counted tells me how many there are.

Revisit counting out or 'giving' a number of things from a larger group, not just counting the number there are.
Focus on the stopping number which gives the cardinal value.
Start counting at a number other than one and stop at a given number e.g. we can count from 5 to 8.
